    The year is 1939. The United States has not yet fully recovered from the aftermath of World War I and the Great Depression, and clouds of a new war are gathering on the horizon as fascism gains strength even in the darkest corners of America. Gotham is also in the throes of economic and social chaos, compounded by a sudden surge in violent crime.
